Ramesh,

What can survive a project, regardless of an end in the funding or the inevitable turnover in leadership is a new way of seeing. I believe that changes in the way a district does business when conducting professional development can last. If teachers and administrators have experienced strategies that deliver improved professional development they do not want to go back. Engaging teachers in dialouge instead of talking at them, for example, sells itself. Maybe I'm the eternal optimist, but I truly believe we are better than we know and if we can be shown, then perhaps we will be unwilling to settle for anything less.
