The turn the discussion has taken is intriguing. It makes the negotiation of criteria for success seem all the more important, even in a single-district project, since within the district persons shift and leave, or changing priorities change the sense of urgency or importance of the various program strands. The LSC program provides a lot of rich information, because the RFP, while apparently quite constraining in one sense, has left a great latitude for experiment. I love the conversations going on here at this conference! -- Brian
