It would not matter how popular our program (popularity standard) or how true it was to national standards (fidelity standard), if our state tests scores were to decrease significantly. The program would be OUT. We never had science in the elementary school, before the state implemented testing in science. Although we do not feel it is the most valid measure to evaluate the worth of our program, it is the one that counts the most by those who make the final decisions. Therefore we must give it serious attention.
