I think that student achievement is an outcome variable that is the purpose of altering teacher behavior, which is a process variable. Measuring both seem useful if that can be done without interfering in teaching/learning (which of course low level tests of student outcomes tend to do). A better way to focus on both is to look at sophisticated diagnostic strategies teachers can use as a part of their instruction -- data that also can be synthesized longitudinally to help understand student progress. A good resource on this topic is the recent National Academy of Sciences report, Knowing What Students Know, available for free viewing on the National Academy Press website.
