Just to push the argument further... I ask at what point does student achievement not make sense as a measure?

Take this conference...It represents an investment of funds and time. It is aimed at improving the work of the LSCs. It represents a kind of improvement infrastructure for the LSCs!

Since the LSCs aim to improve teaching which aims to improve student learning... why not insist that this conference be evaluated on the basis of increased student achievement scores?

If you think that is not a good idea, then why do your hesitations not apply to evaluating PD on that basis?
