Thanks Richard for your comprehensive answer. I too don't have the answer but somehow we have to get across to policy makers that all that more tests do is develop students test taking skills. Somehow that doesn't seem to be a talent prized in our society. If you are able to come up with something I'd like to know (dfink@interlynx.net)Your funding sound like ours in Ontario. Our government however has a surplus and is turning into tax breaks for the wealthy - wish iwa sone of them. Thanks Dean
