Thanks Jane for taking the time to reply. Your comment about the fact that tests ensure science teaching fits nicely with an idea we are playing with. Simply stated 'state reforms (top down stuff) has an inverse relationship to school improvement. If a school has an excellent improvement strategy outside interference diminishes it and schools that do very little are obliged to do something. The result is a regression to a mediocre mean.
