We don't think the MCAS was the reason for resistance to change. If anything the MCAS test highlighted the need for change. Teachers are beginning to use more open-response questions on classroom tests and are looking at using rubrics for grading rather than intuition when assigning partial credit for work. However, pencil and paper tests and quizzes are still the primary method of grading. Assessment as defined in the NCTM Standards is still something we need to study and implement. Assessment that informs instruction still takes the form of "if the kids do not do well on the test, let's teach it again (the same way only louder) and take another test."
