A crucial problem you face is the high-stakes testing, which makes an inquiry based focus on deep mathematical learning very difficult. Working with teachers, administrators, and parents to develop a broader range of measures for "success" may help. In my article under "Resources" here at the conference, I discuss five types of measures of success, only one of which is test scores. When stakeholders start using broader measures to evaluate you, the project will likely get wider buy-in.
