I am not sure what inquiry learning experiences you have implemented, but many of the NSF developed curricula have built-in assessment strategies that could be used to document student learning. I wonder if the outcomes you found from a good evaluation would validate the emphasis you place on materials as the core component. Research suggests that teacher professional development is more central; a creative teacher can do a lot with no materials, while the best kits tend to have little impact unless the teacher knows how to use them well.
