Thank you for the clear listing of needs, goals and adjustments. We have found that each component can cause a stumbing block: the teachers do not know the content, they do not have the needed materials, the administration does not provide the time. Your suggestion of beginning with the administration is an interesting one (but we have large turnover there, too).
