Jeanne,
Since we supply the modules for all 1,800 teachers centrally, we are able to track not only the inventory of the refurbishments, but which modules were assigned to which teachers and how they were used or not used. We have the capability, but we haven't taken action, like informing the districts of which teachers are not opening the boxes. Also, our materials people talk to the resource teachers on staff, so there is pretty open communication regarding the level of implementation of hands-on, inquiry based teaching and learning.
