Carla,
One of our superintendents said that we just needed to bite the bullet and charge what it costs us. We have been meeting with a group of district representatives every year for several years in order to come up with the annual fees. These folks were also shocked at the amount we had to charge. They helped us come up with the 4 membership types. But all of them are coming through. It could be that the passage of Act 48 requiring every educator to participate in at least 180 hours of professional development every fiveyears has benefited us. However, the bottom line is that most districts' budgets for professional development are less than 1%. To achieve the level of teaching quality necessary to b ring about reform, the budgets need to be up in the 8-9% range. We have found that our resource-poor school districts have to look harder and I've applied for special grants to help them, but the system needs to change. We try to offer the resource-poor school districts extra help and services and recognition.
