I am struck in the keynote and the discussion by the focus on "projects," as entities with purposes, staff, and activities that sustain themselves over time. One way of viewing innovation is as driven by projects, but this seems limiting to me.I find another model more compelling, that innovation is a process of continuous evolution, experimentation, and reflection. This is captured well by Peter Senge in his research and design work on learning organizations. His recent book, Schools that Learn, applies many of these ideas to education. One way to think about all these NSF funded projects is that one of their products should be inculcating a process and culture of a learning organization. If that happens, whether or not the project is sustained becomes less important, because any individual project is just a steppingstone in a longer, larger process of learning/innovation.
