I found your comment about the benefits that a group of districts can bring to sustainability very interesting. I had been thinking that needing to negotiate with multiple administrations and all of the changing conditions of those districts would create a complicated layer of effort that single-district projects do not have to address. But, your point that such a group of districts can provide consistency and stability when there is a shift in one of the participating communities is excellent. Thanks for helping me see a different perspective. I would be curious to hear if others involved in multiple district projects have similar and/or other insights.
