All you can do is go with the interested folks and then hope they make enough noise in the teacher's room and at staff meetings to pique the interest of others. Having students present work at an exhibition or parent night also gets others interested. You can't win everyone over and you can't force change of teahcers. But I have found this gradual philosophy gets many others involved. And can change the culture of the school.
