This is to second and add to the comments of Carla Oblas. It is not possible to "get everyone on board." When Teacher Leaders feel this is a requirement, they may spend the entire time set aside for the study group trying to round up participants. Or, during a study group, trying to get teachers in volved who are holding personal conversations. It seems best to begin the activities that get teachers looking at and discussing student work, from which they can best learn about their teaching. Sometimes, the other teachers get interested despite their prior attitudes. When they don't, the other teachers still make good use of their time.
