I agree with you, teachers are overloaded and so are administrators, etc.. What I mean by comprehensive PD plan is one that lays our a strategic approach to addressing some of the big ideas of PD and then the content pieces adn then the integration of these discrete pieces. I think the comprehensive PD plan ties together PD, resources for PD, accoutatiblty measures and teacher and admin evaluations systems. I have been trying to work on such a document/design for a Comprehensive PD plan and to keep the focus on PD as the answer. Otherwise one is distracted by resource qustions, time questions, etc. I think we have to focus more on realignment of priorities or actual priortizing to get at the relationship between these things that usually function separately in district operations--because that is how we have always done business.
