This project seems to have achieved a lot of success. Your statement that the next stage is for teachers to focus on student outcomes is right on target. This need not be as limited as test scores, as the article I wrote under "Resources" discusses. The new National Academy of Sciences report, Knowing What Students Know" may be a useful resource for you. It is available free online at the National Academy Press website.
