From your presentation, it sounds as if you had problems with commitment from teachers, parents, administrators. Could that have been changed by shifting the focus from test scores to student learning (and assuming the test scores would go up if students were having powerful, fun learning experiences). What math curricula were you using on which you were providing the professional development? It sounds like no one was very excited about the new materials/teaching approach.
